Players don’t need to buy anything until an expansion comes out, and you can either play the pre-built decks out of the box, or design your own decks. Purchasing a couple copies of the boxed set will give you the maximum number of cards in the set. With 2PCGs, you can buy a single boxed set and play with two players immediately.
